古民家オーナーインタビュー第6弾は、京都府南丹市美山町で「美山自転車の聖地プロジェクト」を進めるブラッキー中島さん。サイクリスト1,000人規模が参加するサイクルグリーンツアーや子どもの田んぼオーナー制など、斬新なアイデアで次から次へと町に人が集まる企画を仕掛けています。美山には、日本の美しい里山を守り続けるヒントがありました!

ひとりで始めた「美山自転車の聖地プロジェクト」

サイクリストが必要としている情報をまとめたマップ

20年以上も自転車レースに関わっているのに、美山町にはサイクリストがほとんどいませんでした。実は、競技を手伝うことはあっても、自転車がライフスタイルになっていなかったのです。
そこで、自転車で町に良いことが起る仕掛けを考えました。例えば、自転車教室やイベントなど、地域の子ども達が自転車に楽しく乗れる環境をつくれば、自分達の子や孫が笑顔で自転車に乗っている様子を見た親御さん達の自転車に対する見方や意識が変わります。また、都会への情報発信を行うことで、都会の子も参加して、交流の場となるような自転車教室を定期的に開催することも出来ます。
さらに、サイクリストが必要としている情報を発信することで、町にサイクリストを呼ぶことも出来るのです。サイクリストの多くは、美山のことをレースの開催地として知ってはいますが、奥の方まで行ったり、食事や宿泊をしたりしていなかったのです。その原因は、車が停められる場所やお店の情報、走れるコースなどが分からないことにありました。そこで、自転車のコース情報と一緒に、美山町のお店やトイレの場所、自転車での楽しみ方といった情報を整理し、マップにして配ることにしました。
こうして制作した最初のマップは自腹でした。イラストや写真、文章などの素材の準備とデザインを自分でやって、印刷費も出しました。

 

広がり始めた協力者の輪

プロジェクトを進めていくうちに、町内で積極的に活動している人達を交えた勉強会を開くことになりました。映像なども使ったプレゼンをして彼らの協力をとりつけ、プロジェクトの委員長には町のことをよく知っている人になってもらい、僕は事務局という体制が決まりました。また、役所の方にも説明し、補助金を頂きました。
最初に取り掛かったのは、サイクリングステーションの整備でした。とは言え、立派な建物を建設し、情報拠点として運営できるほどの資金はありません。そこで、パンク等の走行中のトラブルの際に気軽に利用できるよう、バイクハンガーや工具、空気入れポンプなど、あまりお金のかからないものを町内の数十箇所のお店に点在させて配備しました。点が線に、線が面になって美山町全体が大きなサイクリングステーションに見えるようにしたのです。
それぞれのお店の人もサイクリストと接しているうちに、コップ一杯の水を用意してくれたり、ボトルに水を入れてあげたりと、サイクリストに喜ばれるサポートをしてくれるようになりました。

次の段階として、大きなサイクリングイベントを企画しました。競技ではない「サイクルグリーンツアー」です。2012年の参加者は2日間で700人位、2013年は900人位でした。これまで町のイベントで町内の人が1000人規模で集ることはありましたが、町外から集められるイベントはほとんどありませんでした。
美山独自のルール作りや運営マニュアル、ポスター制作など、自分達で出来ることは専門業者に頼らずにどんどんやり、延べ150人のボランティアスタッフが大会運営を支えてくれました。その中でも、普段から美山で競技に取り組んできた約40名の大学の自転車競技部の選手達が、一日中、100㎞以上の距離のコース上をくまなく走る安全管理を担ってくれました。3年前は「本当に自転車で人が来るんかなあ」と言われていましたが、皆が協力することで、無事故で終えることが出来ました。
イベントにはこれまで、鶴見辰吾さん、片山右京さん、益子直美さん、山本雅道さん、奥野史子さんといった豪華ゲストに来て頂き、派手に見えるように意識しました。全国的な知名度があるゲストに来てもらうことで、「こんな人達も来る美山はすごいんだ」という印象を、町外はもちろん、特に町内の人に持ってもらいたかったのです。
また、伝統ある「京都美山サイクルロードレース」は、京都府自転車競技連名が主幹で町がバックアップしていたのですが、2013年の第28回大会は町民主導で開催しました。結果、前年の1.5倍の参加者となり、黒字も出て、宿も満室になりました。

The 6th edition of our Cominka Owners’ Interview features Mr. BLACKY Nakajima, the organizer of “Miyama – the Capital of Bicycles” project. One after another, he promotes an innovative, attractive project that brings people to the town, such as a Cycle Green Tour with more than 1000 participants, and Rice Paddy Owner System for Kids. In Miyama we discovered a clue for saving Japanese beautiful Satoyama (a Japanese word that refers to the area where mountainous town lives in harmony with the surrounding environment).

Starting Miyama – the Capital of Bicycle Project alone

Despite having been involved in bicycle races for more than 20 years, there were few cyclists in Miyama. What it meant was that although the town had helped the race competition, bicycle hadn’t become a life-style in the town.
So I came up with system with which bicycle brings something good to the town. For example, if we provide an environment in which local children can enjoy riding bicycles, such as bicycle lessons and special events, their parents and grandparents see them smiling on bicycles. It works to change their emotion toward bicycle. Also, by disseminating information to city, it’s possible to regularly hold a bicycle lesson that serves as an opportunity for exchange with children from city.
Furthermore, by disseminating information cyclists need, we can bring cyclists to the town. Many cyclists know Miyama as the location of a race competition. But most of them have never been to deep in the mountain nor eaten or stayed in the town. The main reason behind was that there was no information available about car park, shops, cycle courses. So together with information about bicycle courses, I sorted out and presented locations of shops, toilets in Miyama as well as what to enjoy with bicycle in the town. I made them into a map and distributed it to many places. I funded this first map myself, providing illustrations, photos, texts, design as well as printing.

Growing support

As I was working on the project, I had an opportunity to organize a study session with people who are actively involved in various activities in the town. By presenting my project with video material, I secured their support, having a person who knows the town well as the project representative and I myself as the chief administrator. I also explained the project to the town hall and received grant.
What I worked on first was developing cycling station. Yet I had no funding for building and managing nice building as an information center. So I placed relatively cheap tools such as bike hanger, repair tools, air pumps at dozens of shops scattered across the town. Dots become lines, lines becomes zones, as if transforming the whole Miyama into one big cycling station.
As they started to have contacts with cyclists, shop owners and shop keepers started to offer supports for cyclists, such as giving a cup of water, refilling bottles and so on.

Working together for “Miyama – the Capital of Bicycles Project”

As the next phase, I organized a large-scale cycling event. A “Cycle Green Tour” that is different from competition. We had about 700 participants in two days in 2012, and 900 people for 2013-edition. Although there were town-led events that gathered more than 1000 local people, there were few events that could bring people from outside the town.
About what we could do, we did it by ourselves rather than outsourcing, such as setting Miyama-specific rules, management manuals and producing posters. In the end we had about 150 volunteering staff who sustained the management of the event. Among others, particularly remarkable was a group of about 40 cyclists from a university cycling society, who took care of security management, thoroughly going through every part of the course which is more than 100km long. Although people were saying “can bicycle really bring people here?” three years ago, we could complete the event with no accident thanks to people’s cooperation. Celebrities such as Shingo Tsurumi, Ukyo Katayama, Naomi Masuko, Masamichi Yamamoto and Fumiko Okuno have attended the event, as it was deliberately presented in a showy fashion. By having guests that are famous nationwide, we wanted people, especially those in the town, to think “Miyama is such a great place, attracting such a famous people”.
Although Kyoto Miyama Cycle Road Race, which has a long tradition, had been organized by Kyoto Bicycle Competition Association with support from Miyama town, the town took up the initiative in organizing the 28th edition of the event in 2013. As the result, we had 150% more participants, substantial revenue and the hotels were all full.

Having been attracted to Miyama, Kyoto where he got to know through bicycle, he and his family moved to a cominka there and works on regional revitalization project. CEO of a graphic design office Fame Imagination. Part-time farmer. Vocalist of a comic band “The Himei” (currently inactive).
